Office of Governmentwide Policy:
Jeff Koses is a recognized leader in federal acquisition and currently serves as the Senior Procurement Executive for the General Services Administration (GSA) within the Office of Governmentwide Policy. In this role, he focuses on strengthening the acquisition workforce, promoting smart and effective buying, and fostering productive industry relationships, while also serving as a voting member of the FAR Council. Previously, Jeff served for six years as Director of Acquisition Operations within the Federal Acquisition Service, where he led major federal strategic sourcing initiatives and helped create GSA’s premier professional services contract vehicle, OASIS. He holds a Master’s degree in Acquisition Management and a Bachelor’s degree in History and Political Science.
Kevin Plexico
Senior Vice President
DELTEK: As Senior Vice President of Information Solutions at Deltek, Kevin Plexico is responsible for overseeing research, analysis and specification creation for customers in the Government Contracting and Architecture, Engineering & Construction (AEC) industries. He provides thought leadership and expert opinion to industry executives and is a recognized expert on the public sector market.
Kevin manages the delivery of GovWin – Deltek's industry-leading government market research and information solution providing essential intelligence to over 6,000 clients. He has responsibility for leading the industry's largest team of analysts focused on the government contracting industry. Additionally, Kevin leads Deltek’s Specification Solutions team of architects, engineers, and editorial professionals producing AEC specification content. Their efforts deliver MasterSpec® – a product of The American Institute of Architects (AIA) and the premier master guide construction specification content in the U.S. – as well as SpecText.
Kevin has been on the Deltek team since its acquisition of INPUT in 2010. At INPUT, he played an instrumental role in helping to grow the company from a boutique market research firm to the industry-leading provider of market information to government contractors.
He earned an MBA in Information Systems from the University of Maryland in College Park, Maryland and his BBA in Economics from James Madison University in Harrisonburg, Virginia. Kevin has been named five times (2020-2024) to the Wash100 List, which recognizes the Top 100 most influential leaders in the government contracting industry.
Mark Lee

Office of Business Optimization:
Mark currently serves as the Assistant Commissioner (AC) of the Office of Business Optimization (Optimize) within the Federal Acquisition Service (FAS) and is a member of the Senior Executive Service. He oversees FAS strategy development, business optimization, acquisition evidence and analysis, and supply chain risk management to ensure FAS is a trusted source of procurement for our customers. Mark leverages data analytics to inform smart business decisions and strategy across FAS’s $100 billion annual procurement spend and 2,300+ member acquisition workforce. In 2020, Mark received the GSA Administrator’s Meritorious Service Award for his overall contributions to GSA which were consistently above all expectations leading GSA as the trusted choice of acquisition vehicles for customers. Previously, Mark served as the Deputy Director of the Office of General Services Acquisition Policy, Integrity and Workforce under the GSA Senior Procurement Executive from 2013 to 2017. Mark managed GSA’s acquisition policy, procurement management review and acquisition workforce functions. In this role Mark received a GSA Administrator’s Award for Performance Excellence for leading innovative use of data analytics to improve GSA’s acquisition performance. As the Policy Chief, Office of Acquisition Management from 2008 to 2013, Mark was the focal point for policy and acquisition workforce training for FAS. In 2011, Mark led a team that received a FAS Commissioner’s Award for Acquisition Excellence in developing a government-wide acquisition workforce training program for FAS’s customers. In 2008, Mark led the Office of Assisted Acquisition Services (AAS) strategic planning efforts to rightsize the organization. Prior to 2008, as a senior policy advisor in the Office of Acquisition Management, he promoted small business utilization and led strategic initiatives for GSA’s Government-wide Acquisition Contracts (GWAC) and Multiple Award Schedules (MAS) program. These efforts resulted in induction into the Government Computer News Rising Stars Class. Mark is a graduate of Harvard University’s Senior Executive Fellows Program; GSA’s Advanced Leadership Development Program; holds a Masters in Public Administration from American University; and a Bachelor of Business Administration from Hofstra University graduating magna cum laude.

Christine B. Williamson, CPA, PMP, has been in the advisory, tax and consulting business for 35+ years helping clients
with their successful transition from small to large. She served as the firm’s Government Contracting Industry Practice
Leader for over 17 years managing day-to-day business operations, to ensure quality and efficiencies, delivering projects
on time, hiring resources, providing the proper technical regulation and standards, including several years as the Office
Managing Partner for the Tysons Corner office. Her specialty is to provide advice on financial and complex accounting
issues to government contracting clients. She has expert knowledge in generally accepted accounting principles (GAAP),
Federal Acquisition Regulations (FAR), Cost Accounting Standards (CA)S and tax compliance issues.
Christine is highly experienced with various accounting software products for government contractors of various sizes and
often serves in an advisory capacity for companies that are interested in customizing and incorporating compliance into
their system. She was instrumental in forming a software implementation and consultation subsidiary business to clients
using various project-based productsAdditionally, she provides training and writes white papers on government
contracting regulations both internally and for clients.
Christine pioneered the annual CohnReznick GovCon Lunch and Learn Series, in its 16th year and launched the GovCon
Academy teaching government contractors a variety of subjects. She is the co-author of the GAUGE report, in its 9th
edition and served as is the Chair of the Virginia Society of CPAs from May 2024 - April 2025 in addition to being a
member on several other Veteran and Philanthropic Boards.

Cate Benedetti
Professional Staff Member
House Small Business Committee:
Cate Benedetti is a Professional Staff Member with the House Small Business Committee,
working for Ranking Member Nydia Velázquez. She handles small business procurement and
government contracting policies and has been with the committee since June of 2023.
Prior to this role she spent six years with the Professional Services Council as Vice President of
Government Relations with a focus on Congressional affairs. She led PSC’s lobbying activities
and secured enactment of industry priorities that included legislative provisions on: small
business prime and subcontractors; acquisition reform; supply chain risk management; and IT
modernization.
She joined PSC after more than 10 years on the Hill as a Legislative Director for Rep. Chris
Smith from New Jersey. She received her Undergraduate degree from the Catholic University of
America in International Relations and has a master’s degree in National Security and Strategic
Studies from the Naval War College.
